release: strip {#id} heading anchors from release notes template

GitHub's release-notes renderer does not support GFM heading-attribute
anchors and renders them as literal text (e.g. 'KernelSU-Next
{#kernelsu-next}'). Auto-generated slugs from heading text already match
the TOC links, so the explicit anchors were redundant and are removed.
