feat: Fix TOC anchor links and update release titles

- Add explicit {#anchor-id} attributes to headings for working TOC navigation
- Release notes title: 'Wild Kernels for GKI2 Devices 5.10+ Release #'
- GitHub release page title: 'Release #'
