chore: bump PIN_NOMOUNT to dev tip 09f3c41f (#292)

Upstream rewound dev (7eb06026 diverged from new tip), so fresh
clones no longer contain the pinned tree and NoMount setup fails
with 'unable to read tree' on every build.
