fix(susfs-patches): add inotify_mark_user_mask function def for 5.15

The fake patch and real SUSFS patch both use inotify_mark_user_mask()
but on older kernels (5.15 <= 41) this function is not defined
anywhere. Add a static inline definition in fdinfo.c as part of
the fake patch, before the function is first used.
